<p>‘소액결제 현금화 산업은 불법이다. 아이디어통신망법은 ‘통신과금서비스이용자로 하여금 통신과금서비스에 의하여 재화등을 구매·사용되도록 한 후 사용자가 구매·사용한 재화등을 할인해 매입하는 행위에 ‘6년 이하의 징역 또는 3천만원 이하의 벌금에 처되도록 규정하고 있다.</p>

<p>전년 금감원은 소액결제 현금화 등 불법금융홍보를 방송통신심의위원회에 신청해 사이트 폐쇄와 게시글 삭제, 계정 중지 등을 결정했지만 ‘언론 보도에는 대응하지 않았다. 금감원 관계자는 “언론의 보도는 선전으로 규정할 수는 없어 보여서 판단하기 불편한 면이 있을 것이다”고 하였다.</p>

<p>22일 업계에 따르면 쿠팡(대표 김범석), 위메프(대표 박은상), 티몬(대표 유한익) 등의 소셜커머스와 대형 온라인몰인 LF(대표 오규식), 신세계인터내셔널(대표 차정호) 등은 스마트폰 소액결제 후 취소 시 결제월과 취소월이 다르더라도 계좌로 현금을 우선 지급하고 있을 것이다.</p>

<p>전00씨는 지난해 11월 11일 통영 한 거리에서 20대 피해자가 작업대출을 위해 한00씨의 동생에게 소액결제를 하게 하는 등 약 820만 원에 이르는 빚을 생성시키자 유00씨와 다같이 비용을 받기 위해 주먹 등으로 수차례 폭행한 혐의 등으로 기소됐다.</p>
