‘소액결제 현금화 사업은 불법이다. 아이디어통신망법은 ‘통신과금서비스사용자로 하여금 통신과금서비스에 의하여 재화등을 구매·사용되도록 한 후 이용자가 구매·이용한 재화등을 할인해서 매입하는 행위에 ‘6년 이하의 징역 또는 3천만원 이하의 벌금에 처하도록 규정하고 있습니다.

이은희 인하대 소비자학과 교수는 “구글 동일한 글로벌 온,오프라인 산업자도 수입에만 신경쓰지, 문제가 발생했을 때 완만한 대처를 하지 않는 때가 대부분이다”면서 “구글 소액결제 사례가 증가하고 있을 것입니다면 구글이 가장 먼저 할 일은 이런 일이 또 생성하지 않게 조치를 취하는 것”이라고 말했다.

모바일 소액결제는 당월 이용한 결제 금액이 핸드폰 요금으로 빠져나가는 구조다. 결제월과 취소월이 같은 경우 스마트폰 요금에서 미청구되고 승인 취소가 가능하다. 허나 결제월과 취소월이 다를 경우에는 핸드폰 요금에서 이미 출금됐기 덕분에 승인 취소가 불가하다.

김00씨는 작년 5월 19일 통영 한 거리에서 30대 피해자가 작업대출을 위해 유00씨의 동생에게 소액결제를 하게 하는 등 약 870만 원에 이르는 빚을 발생시키자 A씨와 같이 금액을 받기 위해 주먹 등으로 수차례 폭행한 혐의 등으로 기소됐다.
