신세계인터내셔널 관계자는 “모바일 소액결제는 신용카드 결제와 비슷한 구조이기 때문에 스스로 계좌로 이체가 된다”고 말했다. LF몰 관계자 역시 “모바일 소액 결제는 다날, ISP/페이북 등으로 이미 결제가 된 부분이기 덕에 현금으로 당장 지급하고 있다”고 설명하였다.
소액결제 현금화는 제품권, 게임 아이템 등을 결제한 뒤 인증번호 등 아이디어를 기업에 넘기면 수수료를 떼고 당장 현금을 지급하는 것을 말한다. ‘급전이 필요한 청년들이 대부분 사용하는데, 실상은 고금리 대출에 사기 확률이 높아 정보통신망법상 불법으로 규정하고 있을 것이다.
핸드폰 소액결제는 당월 사용한 결제 돈이 핸드폰 요금으로 빠져나가는 구조다. 결제월과 취소월이 같은 경우 모바일 요금에서 미청구되고 승인 취소가 가능하다. 그러나 결제월과 취소월이 다를 경우에는 스마트폰 요금에서 이미 출금됐기 덕에 승인 취소가 불가하다.
